Purpose of the Expression of Interest survey
The Pathways2Resilience Expression of Interest survey has three key objectives:
- The survey allows regions and communities to demonstrate their motivation to join the Pathways2Resilience programme through the second call for applicants.
- The survey provides an opportunity for regions and communities to express their interest in participating in in-person multi-level stakeholder workshops, which the Pathways2Resilience programme will organise in selected countries in 2025.
- The survey collects information about regions and communities’ current adaptation coordination and collaboration with other levels of government, as well as with in-country stakeholders and experts from civil society, private sector and academia. This data will inform the selection of countries where multi-level stakeholder workshops will be organised.
Regions and communities also have the option to complete the Pathways2Resilience self-assessment questionnaire as part of the Expression of Interest process. This questionnaire is designed to help regions and communities gain a clearer understanding of their resilience capacities and identify their climate adaptation priorities, providing valuable insights to support the preparation of their application for the second call for applicants.
Please note that completing the Expression of Interest survey is not mandatory for regions and communities to apply for the second Pathways2Resilience call for applicants.
Why should regions and communities respond to the Expression of Interest survey?
By responding to the Expression of Interest survey, regions and communities can access several benefits:
- Regions and communities that demonstrate their motivation to join the Pathways2Resilience programme will receive first-hand updates about the launch of the second call for applicants, as well as invitations to dedicated information sessions organised by the project.
- Pathways2Resilience will organise in-person multi-level stakeholder workshops in selected countries. These workshops bring together public authorities from various levels of government, along with other key stakeholders, to foster collaboration, align adaptation strategies, and coordinate actions and initiatives. By expressing interest in these workshops, regions and communities increase the likelihood that a workshop will be hosted in their country.
By completing the Pathways2Resilience self-assessment questionnaire, regions and communities can additionally:
- Engage a diverse group of adaptation stakeholders from the region, ensuring accurate responses while building the collaborative foundation needed for the application process in the second Pathways2Resilience call for applicants.
- Evaluate the region’s resilience capacities, identify gaps, and uncover actionable insights to strengthen their application for the second Pathways2Resilience call.
Who can respond to the Expression of Interest survey?
Local or regional public authorities from EU Member States and Horizon Europe Associated Countries that are within Europe’s biogeographical regions are eligible to respond to the Expression of Interest survey. It is not a requirement for the public authority to be a signatory of the Mission Adaptation Charter to participate.
Submitting an Expression of Interest does not constitute a political commitment and therefore does not require an endorsement from a high-level political representative in the region or community.
How do you respond to the Expression of Interest survey?
The survey includes four mandatory modules, each comprising 2 to 6 questions, as well as an optional module featuring the self-assessment questionnaire. Questions marked with an asterisk (*) are mandatory.
We estimate that completing the survey will take approximately 15 minutes. Please note that the survey must be completed in English.

The deadline to submit the survey is 2 May 2025 at 18:00 CET.

Next steps
The information collected through the Expression of Interest survey will be used internally by the Pathways2Resilience project to facilitate the organisation of multi-level stakeholder workshops and to compile an overview of regions and communities that have expressed interest in the second Pathways2Resilience call for applicants. This information will not be made public at any time.
Regions and communities have the option to submit their completed self-assessment questionnaires along with their Expression of Interest. The Pathways2Resilience project will use this information exclusively for internal activities and processes, ensuring it is never made public.
Regions and communities that express interest in the funding opportunities managed by the Pathways2Resilience project and meet the respondent criteria outlined above will be contacted regarding activities and information related to the call for applicants. Additionally, regions and communities indicating interest in participating in the multi-level stakeholder workshops may be contacted by the project for this purpose.
Please note that participation in the second Pathways2Resilience call for applicants will require a mandatory application process. Completing this Expression of Interest survey does not replace the formal application process.
Regions and communities may withdraw their Expression of Interest at any time by contacting the helpdesk at: Pathways2Resilience@climate-kic.org.
Regions or communities that previously submitted an Expression of Interest for the first call for applicants will not need to submit a second one, even if they were not selected for funding in the first round.
