Europe’s regions and cities are at the forefront of addressing economic, social, and environmental challenges, but what do local leaders themselves see as the most pressing issues? The Local and Regional Barometer 2025, commissioned by the European Committee of the Regions (CoR) and conducted by Ipsos, gives a clear answer.
Drawing on insights from over 3,300 local and regional politicians, the survey reflects a wide spectrum of voices from across the EU. It highlights how these leaders perceive EU funding, local development priorities, and strategies to manage crises and climate change, offering a snapshot of how Europe’s regions are planning and acting on the ground.
What makes this tool unique is its inclusivity: many participants do not typically engage with the CoR, giving fresh perspectives on local needs and initiatives. The survey results are presented in a visual EU-wide summary, complemented by country-specific factsheets that compare local realities to the EU average. All materials are available in all official EU languages, making them a practical resource for anyone interested in European local governance.
