The Pathways2Resilience (P2R) initiative is empowering 100 regions and communities across Europe to
design and implement transformative climate resilience strategies.
Through a comprehensive and ambitious learning program, P2R supports regions with varying levels of
adaptive capacity—ranging from those equipped with advanced climate risk knowledge and governance
structures to highly vulnerable communities in need of foundational support.
To address the diverse challenges posed by climate impacts, P2R offers a wide array of opportunities for
regions, stakeholders, and partners to collaborate, innovate, and strengthen their climate resilience.

Adaptation Finance Innovation Lab
P2R's Lab seeks to facilitate the ideation and development of innovative finance instruments and policy and governance programmes that enhance regions' climate resilience.
Why?
Alongside scaling existing financing for adaptation as part of regions' transformative Climate Resilience
Strategies and Investment Plans, new and innovative financing approaches, business models and
instruments will be needed to close the adaptation finance gap in specific contexts. Led by EIT
Climate-KIC and supported by Athens University of Economics and Business, PWA, LGI, IIASA, GIB and HEC,
the
Lab will be the first dedicated facility in Europe to identifying, developing and piloting these
solutions.
The Lab will be launching a call for proposals in early 2026. It will focus on nurturing solutions to
the challenges in Europe's key community systems, and specifically on proposals which seek to increase
regional resilience to the risks identified as urgent in the European Climate Risk Assessment. The call
will be open to all entities, with a commitment to develop and deploy the proposal solutions further
with the programme's participating regions.

Innovation Practice Groups
The Innovation Practice Groups are dynamic spaces to foster cross-regional learning and knowledge exchange, led by regions and communities to support the locally-led formulation of shared visions, pathways and innovation agendas.

Deep Dives
Deep Dives are communities of experts from different fields (including scientific, engagement, policy, and practice experts) aiming to exchange knowledge around key enabling conditions for climate resilience:
- Knowledge and data
- Governance, engagement and innovation
- Finances and resources, capabilities and skills
- Behavioural change
We will be holding regular Deep Dive sessions on these topics open to everyone, with the goal of generating insights and ideas to further support the Pathways2Resilience participating regions.

The Expression of Interest process enables regions to demonstrate their motivation, willingness, and capacity to apply for the Pathways2Resilience programme, while also allowing them to share their adaptation challenges, barriers and support needs. It aims at mobilising regions and communities willing to accelerate their transformation towards climate resilience.

Answering the questionnaire will allow the Pathways2Resilience programme team to:
- map and identify regions that need support
- identify the adaptation challenges and barriers as well as the support needs of the regions
- understand the local governance and engagement of key stakeholders for adaptation activities
Information retrieved from the Expression of Interest questionnaire will allow for the launch of matchmaking actions to facilitate dialogue between regions and local partners.
